RWC-70 - Dynamic Payment Methods

Update admin fields with methods. Annuity still needed.
Exception handlers are installed (to show exceptions in wp-admin). Exceptions are temporarily using _SESSION without it initialized so errors will be shown only once.
Language updated since save() do not handle updating methods automatically and proper. Now storing such data in "validation"-press.
Reload after update methods.
Methods is "view only". No changes can be made here from the plugin (consider fees).
More html data can be injected between settings by action (Woo 3.4.0 required).
API *can* return factors as an object (which is wrong) - ecom was updated.
